- Claim: The FBI had video, a shoe brand, a walking gait and phone data, and still charged nobody for five years. That is not failure, it is protection.
  Evidence: The delay is real and it is the strongest fact the theory has ever had. What it does not establish is the reason. Investigators worked from grainy night video of a masked figure, and the phone data from a dense city block on a busy evening is a haystack rather than a pointer. A claim that can be held by people who agree on nothing else spreads faster than one that requires a position.
- The FBI's own record supplies the template. An agency with COINTELPRO in its history, and with a well-documented modern practice of running informants inside extremist groups, is one where the question of what it knew and when is never unreasonable on its face. The theory borrows credibility from real cases.
- Nobody was hurt, which quietly makes the darker reading easier to hold. There is no bereaved family whose account has to be discounted, no victim whose death the theory has to explain away, so the story can be treated as a puzzle rather than as a crime with a person at the end of it.
