    Dr Wilcox returns a narrative verdict: the death was “unnatural and likely to have been criminally mediated.” She finds on the balance of probabilities that a third party locked the bag and placed it in the bath, and criticises MI6 and the police, noting that counter-terrorism officers had failed to disclose items from Williams's office and that the possible involvement of intelligence staff was a legitimate line of inquiry.
