The cover-up version faces the same structural problem magnified. Concealing mass poisoning across many jurisdictions would require the coordinated silence of competing companies, local and state regulators, federal agencies, hostile members of Congress, investigative reporters, and independent scientists, the same actors who are in fact publicizing the disputes. Conspiracies of that breadth are fragile precisely because they need so many people to keep a secret that at least one of them profits by breaking. What we observe instead is leaks, hearings, lawsuits, and open academic argument: the texture of a contested public problem, not a sealed one.

There is also a simpler explanation for the water use that requires no secret at all.
