Investigative journalist Seymour Hersh publishes a self-authored report alleging that US Navy divers, aided by Norway, planted the explosives under cover of the June 2022 BALTOPS naval exercise and detonated them months later. He relies on a single anonymous source. The White House calls it “complete fiction”; the CIA calls it “completely and utterly false”; Norway denies any role.
